Lake Park Little League 2016 Minors Rules

1. Players may attempt to take one base on each overthrow except if the overthrow happens while throwing the ball back to the pitcher. This rule does not stop a player from attempting a second base on a ball hit to the outfield. WE DO NOT WANT you just throwing it back to the pitcher so the runners can’t advance. TEACH them the proper cut offs.

2. Passed ball/wild pitch rule.  All teams are encouraged to culture pitchers and catchers through the season.  After the 3rd inning of each game, a runner on first base and/or second base may attempt to advance only one base at their own risk to the next base for each passed ball/wild pitch and/or for a ball dropped by a catcher.  The exception to this are:

  1. Runners may not advance in this manner when a coach steps in to pitch after a walk is issued by a player pitcher.
  2. A runner may not advance on a pitch in the dirt caught by the catcher.
  3. There is no advancing to first on a dropped 3rd strike.

3. No walks issued this year when a player is pitching.  When players are pitching, an at bat will continue until:

  1. A ball is hit into the field of play
  2. A hit by pitch
  3. A strikeout
  4. If a player at bat reaches 4 balls with another player pitching, the count will resume, but the batter’s coach will continue pitching the at bat until a strikeout or a ball is hit into the field of play.

(For example, A player/pitcher gets a batter to a 3 ball/1 strike count, and then delivers ball 4. No walk will occur.  The batter will continue the 1 strike count, and will face remaining pitches from their own coach until a hit or strikeout occurs.  It is anticipated that the pitching coach will come from a coach already positioned at 1st base or 3rd base to keep game moving.)

4. When coaches are pitching, batters will be allowed 5 pitches or three swinging strikes for each at bat A foul on the 5th pitch is an out. It doesn’t matter how many called strikes.

5. Each inning will consist of 3 outs or 4 runs scored whichever occurs first. In the 6th inning both teams may bat their entire order or until 3 outs are made. If one team has more players the team with fewer players may bat the same number of players as the other team.

6. Players age 10 and 11 must pitch from the rubber on the mound. Players younger may pitch from a temporary mound 4 feet in front of the rubber (landing area). Chalk should be used as the marker. INSTRUCT the players NOT TO DIG or you can fix the mounds.

7. Little League pitch count rules are in effect for all minor league games. Maximum pitches for a 7-8 year old is 50 per day, 9-10 year old is 75 per day, 11 year old is 85 per day. (more info in rule books to be distributed later)

8. Teams will use 4 outfielders equally spaced. No short fielding,  must be at least 10 feet off infield.

9. Teams must field a catcher. One person can be behind the umpire to retrieve balls.

10. Infield fly rule is not in effect.

11. Umpires are instructed to call strike zone of armpits to knees.

12. We will utilize a standard little league baseball for play.

13. Home team will get 2 new balls from the concession stand prior to the game.

14. Home team is the second team listed on the schedule.

15. Home teams gets the field ready for play. DO NOT create a batters box, DO NOT use 4” foul lines. Visitors rake the field when the game is complete. Try to keep the sand off the grass, fill in spots around the plate, by the bases, and by the pitcher’s mound.

16. Once the game begins coaches may not change their batting order. All players are allowed to bat in a continuous order. Players arriving late are place at the bottom of the order.

• BE RESPECTFUL of the umpires, they are kids. This is not professional baseball. You are here to teach kids how to respect and play the game. Nothing is life or death!
